Although the main PHP-GTK site at http://gtk.php.net/ does not (yet ?) make mention of it, development of PHP-GTK is still active, but is using a more recent infrastructure, having moved to Github like many other projects.
A PHP-GTK installer for Windows, it includes PHP-GTK (PHP 5.3.4 + php-gtk snap + cairo), PHP Extensions, some Gtk Locales, File Associations and demo scripts

Fixed incompatibility between extensions and core due to version mismatch
You can install only PHP-GTK core files, the full install or choose what to install. Made with Inno Setup, questions, suggestions and feature requests are welcome
Dropping by to let the PHP-GTK community know that development is still happening! The project is being split up into different projects, PECL/Cairo, GLib, GObject, etc.
While development is slow, there are still a few crazy people hacking away into the early hours.
Sit tight!
P.S. If you find that you're crazy enough to want to help the PHP-GTK project get back into rhythm, the guys are very welcoming. Find us on the #php-gtk channel on Freenode.
From my first uses of PHP-GTK, I found it lacked an installer. Something that gives more confidence than zillions of zipped files. Thus was born PiGii.
Months later, I needed a "tail" utility for MS-Windows. Thus appeared pkTail.
A few weeks later, I searched for an application launcher: something similar to the well-known "Start" menu. The time had come for pkStart.
I created a new PHP-GTK group in the Open Source University Meetup from SUN. The link is:

Enjoy....
Rumours of PHP-GTK's death have been greatly exaggerated! The project is very much still alive, but we're waiting for PHP 5.3 to come out, and also some work needs to be done on the Cairo extension before a new release can be made. This should be completed soon. This release will come with support for GTK+ 2.14 and 2.16, Cairo, and PHP 5.3.
The next release will also include official installers for Windows and Mac OSX, and an installer script (thank you bob) for Linux.
