PHP GTK Builder is a RAD tool which can help build
lightweight php-gtk applications.
It only depends on php-gtk so it will run on both Win32 and Linux with php-gtk.
From the README:
It helps you build a class with GUI(php-gtk), and it is rather
simple now. I have no energy to complete it.If you are interested
in it, welcome to write something about it.
